Use of outside experts a cost-effective approach

The editorial suggested that the City of Victoria engages too many third-party reports and, by seeking outside expertise, we are wasting money and opportunities to enhance our own staff complement.

Most reports contracted by the city are for specific technical expertise or advice. For example, a recent report is from a company with expertise on asbestos removal. It makes little sense for the city to employ an asbestos expert full time. The use of outside expertise to supplement our professional staff is often the most cost-effective approach.

We are constantly monitoring trends, so if an area of outside expertise is routinely needed, consideration is given to bringing that area of knowledge into our staff team. For example, a few years back, in light of the cost being paid to outside designers, we brought a graphic designer on staff full time - at great savings to the city.

The conversation currently happening at the council table is about the sharing of information contained in these commissioned reports. This is an important conversation - we must constantly be improving our processes at city hall with an eye to openness and efficiency, and to ensure council and staff work as a team to achieve the goals outlined by our residents.
