Retired clerk's contract is inappropriate

The contract with the retired clerk of the legislature is so far outside of the norm, even for government contracts, it is difficult to know what to say.

Would you hire someone to work on your home and pay them whether they worked or not? It is one thing to have money in a budget to pay for services if required, quite another to pay whether the services are used or not. This is not a contract but a salary and most aren't paid unless they actually work.

How out of touch are politicians and how quick to justify something that is patently unjustifiable. They should not have to have it explained that this is inappropriate, but apparently they do.
