My question regarding moving people by boats, which seems so obviously a good option, is this: While waiting for the B.C. Ferries plan to take shape and be implemented, could not the navy take its people off the roads getting to work and restore the commuter boat they once used?

The Department of National Defence owns property on both sides of Esquimalt Harbour, and being a navy they must surely have the know-how to do this. I have hope for the first time in years that the region is finally ready to tackle this gridlock.
