There should be no argument with the writer as long as residents of Victoria, Oak Bay, Saanich, etc. are obliged to contribute to the highways, perhaps in the form of a toll, whenever they cross into the West Shore to shop at Superstore, Home Depot, Rona or Costco.
This "who pays for the Blue Bridge, who pays for the highways" debate would be so easily settled by a toll for drivers going in both directions until the bridge is paid for and highway upgrades are completed.
