The authors of this article fail to mention that much, if not most of the marijuana grown in B.C., ends up being smuggled into the U.S.

How will allowing the cultivation of pot here in B.C. stop gangs from profiting in the smuggling of it to the U.S.? I would expect that gang activity would be enhanced with the legalization of pot in B.C. The black market for marijuana would be rich with "no tax" illegal pot here in B.C. also.
