Duncan councillor and father of three dies at age 71

John Horgan, a first-term councillor for the City of Duncan, has died at age 71. Horgan died at the Cowichan District Hospital on Monday. The cause of death has not been released.

John Horgan, a first-term councillor for the City of Duncan, has died at age 71.

Horgan died at the Cowichan District Hospital on Monday. The cause of death has not been released.

Horgan, who was born in England, moved to Duncan in 1991 with his wife, Rosemary.

The father of three owned and managed Discovery Honda for more than 20 years before being elected to city council in 2014.

“The city has benefited from John’s thoughtful, measured approach to decision making since he was elected to council in 2014,” said a statement from the City of Duncan.

While on city council, Horgan participated on the tourism committee and the totem subcommittee. He also served as president of the South Cowichan and Duncan Day Break Rotary clubs and the Cowichan Golf and Country Club.

“John loved the city and always worked for the benefit of our citizens,” Mayor Phil Kent said. “He was a caring, considerate person. He will be greatly missed.”

At Horgan’s request, there will be no service. Donations in his memory can be made to the Cowichan District Hospital Foundation, 101- 5822 Garden Street, Duncan B.C., V9L 3V9.
