Francis Patrick Clancy, 68, is a four-time federal offender whose parole has been suspended. A Canada-wide warrant has been issued for him.

Police have information that Clancy could be in the Victoria area.

He has an extensive criminal history dating to 1969, including frauds and property thefts. He is serving a 15-year minimum sentence for second-degree murder, and authorities say he is considered violent.

Clancy, who goes by the name Paddy, is described as white, five-foot-eight and about 150 pounds with a slender build. He has thinning, grey hair, wears glasses and often a short beard. He is interested in computers and often collects bottles for money.
