About 14,600 customers in 38 locations were without power Wednesday afternoon and evening on the South Island, mostly because of a wind storm, B.C. Hydro said.
Another 8,300 customers on the North Island were without power, again because of the wind.
Most of the outages started between 3 p.m. and 5 p.m.
B.C. Hydro is projecting that power will be restored in most areas by 11 p.m.
Environment Canada issued a wind warning Wednesday afternoon, saying Greater Victoria and the Southern Gulf Islands would experience winds of 60 to 80 km/h.
Gusts of up to 100 km/h are expected for western Vancouver Island.
A cold front moving across the south coast is bringing the wind, Environment Canada said. Winds should ease by late evening.
