Nanaimo borrowing in question after approval process error

The city says the timing of the city’s advance notice did not meet the province’s legislative requirements.

The City of Nanaimo will likely need to seek permission for a second time to borrow $48.5 million to upgrade its operations centre.

An administrative error was found in the public notification process, the city said Wednesday in a statement.

The timing of the city’s advance notice did not meet the province’s legislative requirements, it said. “The city apologizes for the oversight and is taking steps to ensure all legislative requirements are met for future AAPs.”

Nanaimo staff will recommend a second alternative approval process take place in January.

A report giving options goes to council on Monday.

The city announced this month that the alternate approval process had been successful after only 3,035 people registered their opposition to the borrowing plan — less than half the 7,799 required for it to fail.

Normally, for an alternative approval process to fail, it would require at least 10 per cent of electors to submit forms opposing the plan.

Staff initially thought the vote was successful, but then the error was discovered.
