Arrest warrants have been issued for the first two people charged under the Regional District of Nanaimo's illegal dumping bylaw.
A man and a woman who were charged in separate incidents, in May and August, failed to show up for first court appearances Tuesday.
The RDN passed a bylaw in 2004 that allows fines of up to $200,000 for putting solid waste or recyclable material on land not within a licensed waste disposal facility. Enforcement started five years ago.
Bench warrants were issued for both accused.
