No rail without stronger regional governance

The local mayors wish that the new government would move commuter rail forward. Given that no suitable regional-governance framework exists to bring this about, these desires are mostly wishful thinking.

The mayors might want to consider the proposal from the Greater Victoria Chamber of Commerce advocating for a “regional transportation commission which would be able to act in the interests of the region as a whole,” and, presumably, free of existing municipal opt in/out powers that limit the power of the Capital Regional District to act regionally.

Such a commission would be an important step toward stronger regional governance.
