Police blocked Central Saanich Road on Monday after two women were hit by an SUV while walking a dog on the road.

One woman is dead and another woman is in critical condition after they were struck by a vehicle that swerved into the opposing lane while they were walking a dog on Central Saanich Road.

The women, in their 40s, were walking north in the 7500 block of Central Saanich Road south of Mount Newton Cross Road at about 7 p.m. Monday when a northbound SUV struck them, Central Saanich Police Sgt. Paul Brailey said.

One woman was pronounced dead at the scene and the other woman was taken to hospital with life-threatening injuries. The dog also died.

Police are still investigating what caused the driver to veer into the wrong lane. It’s not yet been determined if alcohol or speed were factors, Brailey said.

It did not appear that the driver deliberately hit the women, Brailey said.

“There’s no indication this was anything but an accident,” he said, but added it is early in the investigation.

Police are interviewing four witnesses who were either walking or driving in the area when the crash happened.

An off-duty paramedic came across the scene seconds after it happened and helped the injured woman by clearing her airways and stabilizing her spine, Brailey said.

The driver of the SUV, a Central Saanich man believed to be in his 30s, had minor injuries and was also taken to hospital.

The SUV will undergo a mechanical inspection.

Crash analysts from Saanich Police will gather evidence from the road, which will likely be closed until early Tuesday morning.

The B.C. Coroners Service was on scene and is investigating.
