Stan Lowe said the review by a retired judge is needed to ensure transparency and accountability involving the use-of-force complaint stemming from an incident in December 2010.

Hayden Wood filed a formal complaint against Special Const. Thomas Driscoll with the Office of the Police Complaint Commissioner in January 2011.

Police substantiated one allegation of abuse of authority but rejected an accusation of discreditable conduct. Driscoll resigned before receiving a reprimand
