State of local emergency lifted in Campbell River

A report recommends additional surveys and assessments be carried out and it left open the possibility of future slides.

The state of local emergency in Campbell River has been lifted in the wake of expert analysis of the hillside where a mudslide occurred in mid-January.

The City of Campbell River moved to ensure area residents were safe in the aftermath of the mudslide.

A report from experts recommends additional surveys and assessments be carried out and it left open the possibility of future slides.

It noted that the hillside where the slide occurred has had previous slides and that the area is designated in the official community plan as a “hazardous conditions development permit area.” The slide happened on two privately owned lots on Ash Street.

The City of Campbell River said in a statement that its involvement in terms of medium- and long-term recommendations “has not been defined.”

About 30 residents were evacuated from one condominium building and one rental building at the base of the slope. They were permitted back into their homes on Jan. 21.

Campbell River hired WSP Canada Inc. to examine the area above the 700 block of Island Highway South, carry out a preliminary geo-technical assessment, and look at public safety and environmental concerns.

The geo-technical report confirms the city took the steps necessary for public safety, Mayor Kermit Dahl said in a statement.

After the slide, the city evacuated residents, worked with agencies to provide assistance, and secured the site with municipal staff. Debris was removed and building inspections were carried out which then led to residents going back into their homes.

The slope is about 40 metres high with a relatively steep angle of 35 to 40 degrees, WSP’s report said. It said there has likely been long-term water seepage, which triggered the slide.

A shallow landslide nearby indicates other parts of the slope may be prone to instability, it said.

WSP recommended the city embark on good slope management practices for those living next to the slope.
