Townhomes pitched for single-family Delta neighbourhood

The city has received a new application to develop a townhouse complex in the middle of a single-family neighbourhood where higher density housing hasn’t been envisioned by Delta. The proposal by Westcorp Developments 92 Avenue Ltd.

The city has received a new application to develop a townhouse complex in the middle of a single-family neighbourhood where higher density housing hasn’t been envisioned by Delta.

The proposal by Westcorp Developments 92 Avenue Ltd. would see a 32-unit residential development, which includes three houses and 29 townhouses, in the 11000-block of 92nd Avenue in North Delta, behind Delview Secondary and Gibson Elementary.    

Currently zoned for single-family, the large single lot just off 116th Street ,currently has a house and a large stand of trees.

A report by the planning department notes it would be possible to develop 10, single-detached homes or six duplex houses at the site under its current designation, subject to meeting regulations under the zoning bylaw including setbacks, landscaping, site coverage and parking requirements.

The proposed rezoning would result in increased density in a location and scale not contemplated in the Official Community Plan, according to the planning department, adding aspects of the application may change following a review and consultation process.

Prior to making the formal application, the applicant engaged staff in a pre-application review process.

An upcoming report to council will include a detailed outline of the consultation process and other aspects of the development including a proposed approach to getting a community amenity contribution.

Council earlier this month received preliminary information in a workshop by planning staff.

Noting the target market is young families, a submission by the applicant states, “Nestled away from the hustle and bustle of main streets, this complex provides a feel of community and encourages residents to walk and play outside.”

The submission also acknowledges the OCP indicates nodes for higher density are along major corridors, the closest to the proposed development being along Scott Road and 84th Avenue.

“The problem with these locations is that most of 84th Ave. is populated with single-family dwellings on smaller lots. If we look in detail at the properties along 84 Avenue West of 112 Street, which are zoned RG(ND), these lots are small and owned by single families. A seller will only be interested in consolidating and selling as an assembly if they were to get higher sale proceeds than they would selling as a single parcel. A developer who is looking for economic profit would not be able to pay more than what the market value is for these individual homes. In our opinion, these properties will not be bought by a developer anytime soon for the purpose of redevelopment.”
