British consultancy firm Mercer released its <a target="_blank" href="http://www.mercer.com/qualityoflivingpr#City_Ranking_Tables">2010 Quality of Living Survey</a> which ranks cities by their quality of living. The cities are given a score that is rated against New York City which has a base score of 100. Here are the top 40 cities in the list. Is yours there?<p/>
