Why is Shawnigan watershed any different?

Can somebody please tell me why the Victoria watershed (Sooke Lake) has a fence around it so that nobody can get access, yet in Shawnigan Lake’s watershed, the Ministry of Environment has allowed a permit for South Island Aggregates to dump contamina

Can somebody please tell me why the Victoria watershed (Sooke Lake) has a fence around it so that nobody can get access, yet in Shawnigan Lake’s watershed, the Ministry of Environment has allowed a permit for South Island Aggregates to dump contaminated soil for 50 years and this property is right beside the main creek that feeds into Shawnigan Lake, the main water source for 12,000 people.

Please, I need somebody to explain the logic of this. Perhaps Environment Minister Mary Polak can help me out on this.
