They should be replaced by a raise in taxes? They are already a tax, and according to the Ministry of Finance an annual increase is built in without any further discussion.
But yes, if income tax were raised instead of premiums, the raise would be more equitable. And those who do not pay, creating the shortfall of $360 million — which must contribute to the need for premiums to rise — could be penalized more easily.
What are the penalties for not paying now, anyway? Is one denied treatment? If not, under the present system what deterrent is there?
Perhaps we should all refuse to pay and then something would have to change.
