As one of the participants in this telephone survey, I was pleased to have had the opportunity to indicate that I was “concerned about the sewage project” and to further agree with the statements that there should be an independent review of the Capital Regional District plan, that time should be taken to develop an innovative plan and that I had lost confidence in CRD’s ability to manage the region’s waste.

Why was I pleased to take part in this “bogus” survey? Because this was the first time that I (and no doubt many others) had been directly asked for my thoughts on this matter.

It’s difficult to be supportive of the project as proposed by the CRD, a quasi-accountable organization. To make matters worse, it’s being managed by something called the Seaterra Program Commission, which appears to be totally unaccountable to municipal taxpayers.

If this project proceeds as planned and significant cost overruns are encountered, who then will be accountable? It won’t be our provincial government, which mandated the project in spite of assurances of several former CRD medical health officers that the current system for sewage disposal is acceptable. And it’s likely that our currently elected municipal officials will also be able to dodge any responsibility.
