As our Senate, the “chamber of sober second thought,” evolves into a collection of intemperate hacks and a tool of political opportunists, we might refer to Roman history to see what comes next.

It is said that one of the worst of the Roman emperors, Caligula, appointed Incitatus to the Roman senate. Who was Incitatus? The emperor’s favourite horse.
