Province should give CRD power to act

You have truly got it right this time. The provincial government is content to make the rules but not to give the Capital Regional District the power to act.

In every decision-making process, there must be some final authority unless the majority rules. The province doesn’t want to face the political fallout of the conundrum it has created — either make the decision or give the CRD the power to do so.

If the province wants to avoid messing in municipal affairs, it should get about changing the structure of municipal government in Greater Victoria so that local politicians are in a position to do the job.
