My bet is that had this "mysterious" though well-documented heating-oil leak ended up in the Saanich municipal hall's property, they would not only nail those apparently responsible, but fine and repossess any properties they felt they needed to cover costs of remediation.
Almost every aspect of government has divested itself of liability and responsibility to the protection of the taxpayer. The government must have approved of oil heating, and by extension, oil tanks. The heating-oil company has responsibility as well - obviously spilled oil isn't going to just stay in one easily cleaned up surface puddle when hundreds of litres are pumped onto the ground.
Here is another pathetic example of their entrenched culture of self-preservation and total lack of consideration of the innocent.
