Not only scrapping this disastrous pay system, but also suing the system vendor, IBM, and demanding a refund of taxpayers’ money is the only way to go, exactly as would happen when faced with any other defective commercial product, for example, defective motor vehicles.
Fixing it with additional $1 billion is not an option, simply because, as history has shown, it is a black hole.
