The Department of National Defence has more land than it needs in a location suitable for the sewage treatment and sludge. I have never heard a reason given by the DND for its point-blank refusal to make a few acres available.

The federal and provincial governments are the driving force behind this sewage project. Why do not the municipalities insist that these governments order the DND to make the land available? Do we not own this DND land? Where does the DND send its sewage?

From where is the DND supplied with water and other services? Are these not powerful bargaining chips?
