Regarding Iran, we should certainly close the embassies of rogue states, as a statement of principle.
If we are to do that we should define rogue state and close the embassies of all of them. Of course, the term "rogue state" is a bit subjective, so I will try a definition. I would say that a rogue state is one that suspends the rule of law whenever politically expedient, by doing things like holding people indefinitely without trial, invading countries without formally declaring war, so that prisoners have no rights under the Geneva Convention and can be executed or jailed without a trial. Rogue states commit forms of murder by targeted foreign assassinations, or by sending unmanned missiles to kill numbers of people indiscriminately.
The list would be long.
