Car’s owner knows who  was driving

The letter-writer is quite right that the person driving and speeding might not be the owner of the car. However, the car owner is the one responsible for loaning their vehicle to someone who does speed.

If my son drove my car and got a photo-radar ticket, I would certainly make him pay for it.

Unless your car is stolen and gets a ticket, you should be the one to pay. It shouldn’t be up to the police to find out who was driving — you should know.
