Police said the man went into a business near Oak Bay Municipal Hall about 7:15 p.m. Monday. He was casually holding a clear plastic bag with what looked to be a small handgun inside.

He looked at some items and left, police said, noting that at no time were any threatening gestures made.

Forensics officers and a police dog were sent to the store. There have been no other such incidents reported in the municipality and police are checking with other jurisdictions for similar occurrences.

The man is described as white, between 40 and 60 years old and five-foot-eight with a slim build and salt-and-pepper hair. He was unshaven and had a healing cut on his forehead, along with scrapes on his neck.

He was wearing a blue baseball cap with a “Canada A” logo, blue jeans and a dark jacket on top of a white button-up shirt. He was carrying a royal blue and black backpack with the faded name of “Scott” on it.
